in them that he would complete (1:6). “He who works” (ὁ ἐνεργῶν) means that God was the one who supplied the power and energy for the work that they were to put forth. To say that God was the one who “worked” in believers did not excuse them from personal responsibility to put forth the effort to “work out” their own growth.
